Guidelines for the Rover Scout Section

Geneva, 5 May 2009: World Scouting announce today the launching of a new publication called: ” Empowering Young Adults: Guidelines for the Rover Scout Section”. This document, easy to read and practically oriented, provides guidelines and ideas for programme developers on how to develop and implement the Rover Scout Programme within the Rover Scout section. It also explains how the ” Scouts Of The World “ relates to the Rover Scout section, and presents success stories/best practices from Rover Scouts from all parts of the world.

“I am particularly delighted to announce the launching of this publication, because it is the first time in the history of Scouting that World Guidelines are produced for the Rover Scout section” said Luc Panissod, Secretary General of World Scouting.

This publication is the result of the hard work made by volunteers and professionals in Scouting. Particularly the Adolescents & Young Adults Task Team of the Educational Methods Committee of the World Scout Committee. This work includes the collaborative work, feedback and comments made by friends in many NSOs in different regions of the world as well as colleagues in all offices of the WSB.

The main goal of Scouting is to support and stimulate each young person to develop his/her potential, enabling him/her to be an active, responsible, autonomous and happy citizen when being an adult thus contributing to creating a better world. Our vocation is, therefore, to assist young adults in their “way” from the child state into adulthood. Rover Scouting is the learning environment that Scouting offers to those who follow the last part of the “path” leading to the adult life. It’s the final stage of Scouting’s “educational offer”.

Participants are expected to arrive on or before 03/07/2009. The Opening Ceremony shall be held on 04/07/2009 and the Closing Ceremony shall be held on 08/07/2009. Delegates to check out on 09/07/2009.

Theme
Strengthening Brotherhood Through Scouting For A Better New Century

Objectives
1. To practice the Scout Laws and Promises.
2. To strengthen friendship among scouts from different countries.
3. To promote spirits of peace and harmony in the Chinese culture.
4. To enhance the awareness and sense of environmental protection and preservation.

Eligibility of Participants
NSOs registered member, male and female.
1. Ethnic Chinese scout (12-17 years of age) and leader.
2. Scouts who are interested in Chinese culture and envirnmental protection are also welcome.

International Service Team
NSOs registered member, male and female, 18-35 years of age are welcome to join as IST.

Program
The program activities are divided into the following four key program areas:
● Culture Activities ● Scouting Skills ● Sports ● Environmental Preservation

Fees
Covers airport reception, inland transportation, accommodation, food, and souvenir.

1, Participants - USD200,

2, IST - USD150

A 2 days 1 night home Stay program can also be arranged after the Jamboree (09/07/2009 to 11/07/2009)

Thank You, Kuching Rovers !!!!

with great pleasure, a brother from Singapore has visited us from 16/09/2008 to 20/09/2008 and was hosted by some of our Rovers and Leaders during his stay. He is Mr. Kumanan Ilagovan, a District Leader (Scouts) - Toa Payoh District as well as an Asst. Group Scout Leader - Beatty Beaver Scout Group.

As he is going on a backpack tour from Kuching to Miri, a few Rovers from the Eagle Rovers have managed to show him around and of course, trying out local delicacies. The participating Rovers are having a great time with him who also managed to swap some badges among themselves.

Hi Kuching Rovers,

How have you been lately? Hope you are doing fine.

I wanted to thank you and your Rovers for bringing me around during my personal visit to Kuching. It really made my trip special, especially being able to make new Scouting friends and also to find out from you possibilities of Singapore Scouts coming over to Kuching some time.

Having traveled around Kuching, I really see opportunities for Scouts from my District to make a trip down to Kuching maybe in 2 years time, since I have plans to bring my Scouts to either Thailand or Vietnam in 2009. With the announcement yesterday, that there would be direct Budget Airline flights from Singapore to Kuching, its even more favourable for us to travel to East Malaysia.

I have always believed that Scouts should be exposed to the greater International Scouting community, in order for them to appreciate the greatness of being a member of a Worldwide Movement. Something thats unique to us, Scouts alone. As such, me and my Scout Group would be most delighted to host you or your Scouts, if you may travel down to Singapore.Btw, if you would like to know more about the activities in my Area, do check my Area Blog at:

Scout Leader, and also the Programme I/C for the National Rover Council. He is also one of the pioneer Singapore Rovers who received the SWA in Japan last year.

2nd Malaysian Jamboree On The Air (JOTA)

The 2nd Malaysian Jamboree On The Air (JOTA) will be coming up from 3:00p.m. 15/05/2009 (Friday) to 5:00p.m. 17/05/2009 (Sunday). All states and districts are encouraged to estbalish their respective station to join in the event.

 

The purpose of this event is to expose radio ham and communication activities to the local scout members and to prepare for the APR and World JOTA/JOTI which are coming up in August and October respectively. Click HERE for more information.

New Rover Scout Training Scheme Launched

The new Rover Scout Training Scheme has been launched during the centenary celebration in National Stadium, KL on 25/04/2009.  In conjuction with that, the Scheme book and the new proficiency badges have been put on sale.

With the official introduction of the new scheme, the previous scheme (7 proficiency badges) is been replaced with immediate effect. The “Rambu Pengakap Kelana” award is also replaced by “BP award” which shall be presented upon completion of the training scheme whereby the candidate has to submit all his log book for review and once satisfy, he shall be nominated for the award via respective state HQ.  The award and certificate shall be issued from the national HQ.

On the whole, the new scheme is still working on a 3+1 basis, whereby rovers are required to complete 3 compulsory badges and 1 optional badge (chosen from 5 optional proficiency badges). The 3 compulsory badges (according to sequence) are:

1, Lencana Kemahiran - Scout Craft (Compulsory)

2, Lencana Perkhimatan - Service (Compulsory)

3, Lecana Pengembaraan - Rambler (Compulsory)

and the 5 optional badges are:

1, Lencana Kepimpinan - Leadership (Optional)

2, Lencana ICT - ICT (Optional)

3, Lencana Aktivity Ekstrem - Extreme Activities (Optional)

4, Lencana Penyelamat Nyawa - Life Saver (Optional)

5, Lencana Keusahawanan - Entepreneurship (Optional)

The age range for the rovers still remains from 18 ~ 40 years old. However, only those who completed the training scheme and fall between 18 ~ 25 years old are eligible for the BP award. The BP award is presented in the form of certificate as well as a single sided Rover epolette which shall be worn only on the right shoulder.

Malaysian Scout Centenary Celebration

The Malaysian Scout Centenary Celebration was successfully organized in National Studium in Kuala Lumpur on 25/04/2009 with the attendance of more than 9,800 scouts and leaders locally and from neighbouring countries. Sarawak contingent has participated with 17 delegates from various districts, which was led by Pak Hj. Said Bin. Hj. Bolhassan.

 

A commemorative medal is also given away to those leaders who have contributed tremendously to the movement. The ceremeny was graced by the National Chief Scout, Dato’ Seri Dr. Hj. Shafie Bin Hj. Mohd Salleh. VIP guests such as Ex Prime Mminister, Tun Abdullah Bin Hj. Ahmad Badawi, Deputy Prime Minister & Education Minister Tan Sri Muhyiddin Yassin and Director of the APR office, Mr. Abdullah Rasheed were also there to witness the celebration.

 

Various sourvenirs were on sale which include a goodie bag which comes with 1 certificate of attendance, 1 plastic fan, stickers, 1 badge, 1 pen at the price of RM10.

 

The new Rover Scout Training Scheme and Proficiency badges have also been launched and sold during the auspicious occasion.
